In his first speech as AI minister, Narayan said
It seems likely, if not inevitable, that our own cyber defences will be breached
and told labsif you cannot adequately control the risks, do not release the system.
Speaking at Imperial College London, Narayan pointed to the June incident in which an OpenAI agent got into Australia's Medicare statistics portal:
The incident should concern us. It concerns me.
The government announced work on mandatory reporting of serious AI incidents and near misses, protections for critical infrastructure against loss of control by autonomous systems, and an agent-incident response plan with the NCSC and the AI Security Institute. We will use every power at our disposal. We will legislate wherever necessary,

Some outlets say he warned specifically of a breach by rogue AI agents; his quoted words refer to a breach of UK cyber defences in general. The FT's report that the AI Security Institute will regain pre-release access to US models could not be opened. Not on the roster; added as a guest.
